All work, installation, connections, extensions, repairs or any kind of improvements or installations for the purpose of installing gas pipes or fittings and any and all extensions or alterations of old or used installations in any and all buildings in the city of Bucklin, Kansas, shall be done only by such persons, person, corporation firm or instruction that has first taken out gas fitters license on application accompanied by a fee of $25.00 must be made to the governing body and approved by the body before the license is issued.

Any persons, firm, corporation or institution desiring to engage in or doing gas fitting work in the city shall file with the city clerk a good and sufficient bonding in the sum of $2,000 to be approved by the Mayor and City Council.  The conditions of said bond are that the principal in such bond will save the city harmless from all damage. To all persons or property resulting from or via any way growing out of any operations or excavations made by himself, agent, servants or employee in any street, alley or public highway, public property, sidewalk or curb or work in connection with any gas fitting, and further, that the principal shall pay any and all losses and damage assessed by himself, his agent, servant, or employee, and that he will comply with all ordinances of the city.

The inspector of plumbing or duly authorized assistant shall inspect and test all new installations of gas piping and extensions to or alterations of old installations in all buildings in the city. He shall enforce, or cause to be enforced the provisions of this article and shall have the right during reasonable hours to enter any building for the purpose of making any inspection required by this article. The city clerk, or other person designated by the governing body, shall be the inspector of plumbing.

When are the requirements of this article have not been complied with, said inspector shall that once notifying the owner or agent of that building in which the work has been done, and the party installing such work and shall order such defects as found to be changed, rearranged or removed within a reasonable time.

It shall be the duty of any party installing or altering gas piping in any building in the city, to notify the inspector of plumbing when the work is ready for inspection and the whole system of gas piping shall be properly arranged for the inspection and test of same.

If upon inspection and test the installation of any gas piping or any part thereof shall be found to not comply with the requirements of this article, the same shall be changed, rearrange, repaired, or removed within five days and gas shall not be permitted to flow through any piping until the same has been inspected and approved by the inspector of plumbing

No building show the piped or fitted for gas nor shall any extensions be made in any piping unless a permit may be granted therefor by the cityclerk. No piping or fitting shall be covered or concealed from vision until inspected or approved by the inspector of plumbing or his assistant. Any person desiring to perform any work, relating to piping or fitting a building for gas, shall file an application therefor at the office of the city clerk, giving correct location, name, and address of owner of such building and full and complete statement of the work proposal.

All gas brackets shall be placed at least 2 ½ feet below any ceiling not fireproof, or other combustible material unless same is properly protected by a metal shield, in which case the distance shall not be less than 18 inches from said ceiling or combustible material, in all reconstruction or repairs for natural or artificial gas, in buildings in the city. Nipples and reducing couplings must be used and in no case will bushings be allowed.

All installations, extensions or alterations to gas piping must be inspected and tested with a mercury gauge by inspector of plumbing and such installations, extensions, must be capable of withstanding pressure equal to a 6 inch column of mercury or an air gauge test may be used at not less than 15 pounds pressure at said test for 15 minutes.

All drops or branch lines and openings for side brackets, must be bracket ells or square bend ells where practicable. No nipples will be allowed in side brackets. Lights in order to avoid trappings, all pipes must be graded to riser or drops.

No pipe shall be laid so as to support any weight, except fixtures, as to subject to any strain, all outlets shall be securely fastened in place and properly capped. No split pipe or broken fittings repaired with cement will be permitted. There shall be a gas cock on each line at the entrance of meter to basement and a separate cock on each fixture connected. No second hand gas pipe or fitting shall be sued in any building without a written permit from the inspector of plumbing. No cast iron fittings shall be used, but malleable galvanized fittings must be used in all cases.

It shall be unlawful for any person, firm, or corporation or gas fitter to connect any gas stove or heater with a gas hose or other flexible connections. All such connections shall be of iron, when necessary portable fixtures may be connected with flexible tubing provided there’s but one shut off valve. Such valve to be located on the rigid pipe back of the point where tubing connects to the rigid pipe and in no case at the device.

The inspector of plumbing will keep record of all inspections of gas pipings made by him and when the gas piping in any building after inspection be found to comply with the requirements of this article, he shall issue to the party doing the work a certificate of satisfactory inspection.

The gas fitter shall furnish the inspector with a plan or drawing showing the size of the pipe to be used and the work to be performed.

No pipe shall be run in the center of the building when joints are to be cut, but shall be run not to exceed two feet from wall or partition.

No cast iron fittings shall be used in gas piping. No caulking, panning or plugging any defective gas piping or fittings shall be permitted and no cement of any kind shall be sued in the construction or repairs of any gas piping. All stoves and furnaces must be provided with flu connections, and must be connected with solid pipe connections.

No person, firm or corporation except the gas company shall turn on the gas into any building. The party or parties having the same done shall produce a certificate from the inspector showing that the work has been inspected and tested by the inspector, provided however, that the old buildings where gas been previously used. The gas company when setting the meter, shall test the pipes in the building by meter, and if pipes are found in leaking condition, the gas company shall remove the meter and notify the inspector of the result of the test and the inspector shall order the necessary repairs to put said piping in safe condition.

Ordinary dwelling must be piped with the following size pipe from all connections made from and after the passage of this article to wit:

(a)   Service pipes shall be of good grade of galvanized not less than one and one-fourth inches from the main to the basement or foundation.

(b)   To hot air furnaces or small boilers not less than one and one-fourth inch pipe can be used from the meter to the furnace or boiler.

(c) For three or more appliances, stoves or grates one and one-fourth pipe to the first fire, on inch to the second and third fires, and three-fourths inch pipe to the fourth fire. Only one fire will be permitted on any one-half inch pipe. Each mixer shall be counted as one fire.

(d)   A one-half inch key valve must be used whenever directed by the inspector.

(e)   For less than ordinary stove or grates a one-inch pipe from the meter to the first fire must be used.

(f)   For large buildings, hotels, business buildings, etc., application must be made to the inspector for the size of piping to be used.

(g)   No elbow shall be put on the bottom of any riser, but the bottom of all risers shall have a T. No house riser shall be less than three-fourth inch pipe.

(h)   No gasket union shall be sued.

(i)    The riser pipe for all buildings shall be carried up on the inside partition out of reach of frost.

(j)    Either a good grade of galvanized or black pipe may be used inside of building, but malleable galvanized fittings must be used.

(k)   All top lines must be provided with drip.

(l)    All pipes must be ____.

(m)  Variations from the above specifications may be made only with the consent of the inspector.

It shall be unlawful for any person to do any of the things herein prohibited, or fail to do any of the things that are commanded to be done and any person violating any of the provisions of this article shall be deemed guilty of a misdemeanor and upon conviction shall be fined in any sum not exceeding $100 for each offense.

(a)   It shall be unlawful for any person, firm or corporation or gas fitter to connect any gas stove or heater with any flexible connecting pipe or gas hose. Provided: that where necessary, portable devices may be connected with rolled seamless tubing not to exceed 24 inches in length, except where approved by the City Inspector.

(b)   As a safety precaution the customer or adult representative of the customer for the Gas Company shall be present in the premises when the gas service is turned on by the Gas Company.

(c)   All service and house lines from the curb or lot line, shall be kept in good condition by the customer or property owner. When leaky or hazardous conditions of the line be found, repairs shall be made promptly by the customer or property owner. If not made the Gas Company shall have the right to turn off the gas. The gas shall not be turned on again until such leak or other hazardous conditions have been repaired and made safe, either by a competent plumber or gas fitter.

(d)   All gas service lines shall have a minimum earth coverage of twelve inches. All gas service lines shall be laid in a separate trench where no other pipes are laid.

(e)   Gas service lines shall be of standard weight and not less than one and one-quarter (1 ¼) inches. In piping gas, all materials must be of quality accepted by the best gas fitting practice. Bushings and concealed unions will not be permitted. Unsafe repairs and connections will not be approved by the City Inspector.

(f)   There shall be installed a stop cock or valve above the floor, for each gas opening for the installation of any appliance.

(g)   The City of Bucklin will not be responsible for any imperfect material or defective or faulty workmanship, or for any loss or damage arising from such imperfect material or faulty workmanship in any job of gas fitting inspected by its inspectors. But, for protection, adequacy and safety of service to its citizens, the City is to adopt these rules and regulations and may refuse to turn gas into premises where the gas piping does not conform to these regulations.

(h)   The City Inspector must make an inspection each time a gas meter is transferred from one customer to another, with charges of one dollar ($1.00) for first three openings and twenty five cents ($.25) for each additional opening for each inspection. Charge made for special test shall be two dollars ($2.00).

(i)    Piping shall not be laid in or under concrete, tile, mosaic, or composition floors when such floors are in direct contact with the earth or any kind of fill. Piping laid in concrete, cement, masonry etc. shall, if possible, be laid in conduit or tunnel.
